to a certain degree, yes. "I didn't understand that's what you meant" means I will accept that as true and be willing to clarify what I meant and work on getting past the incident. "I didn't like what we agreed on so I decided it doesn't apply to me" is completely different, as is "I knew it was wrong but I did it anyway."
