The Darwin Awards have been known to give "Honorable Mention" to people who
have been incredibly stupid but have, by some vagary of circumstance
actually managed to live through it (and have not been rendered somehow
incapable of bearing young), but I've always felt that those "Honorable
Mentions" weren't qualified for their Darwin.  Having grown up around far
too many women who have again and again demonstrated that even the most
Neanderthal idiot can often find a mate and that these throwbacks invariably
breed, I strongly agree that one does not merit a Darwin unless they are a)
dead or b) sterile. (I also objected to one which was given to a poor soul
who died, not out of stupidity, but out of compassion and poor timing - but
I guess his removal did improve the gene pool, even if he was just an really
unlucky bastich.) 

Fucking mannequins does not preclude the possibility of also fucking humans,
and being sent to prison doesn't infer that one will never again have
conjugal relations with someone capable of bearing your offspring, so - I
agree with Laura - close, but no cigar.

Well, Laura, I guess I'm just more trusting than you are. I'm willing 
to take someone's word that they are bowing out of the gene pool, 
rather than demanding their 'nads.
