Oh.  So you're not talking about normal legislative process
and planning; you're talking about hirelings doing what they
are hired to do.

Sure, you could convene the think tanks and lobbyists
yourself, if, like those right wing republicans (and a few
others) you're willing to pay them. That's entirely outside
the question of how such things come to be as a result of
society's actual need.

But, should we find our pockets deep enough to do it, it
might be a good strategy.
